One of the Conspirators in the Assassination of Abraham Lincoln. He attempted unsuccessfully to assassinate the Secretary of state William H. Seward on the same evening that Booth shot Lincoln.
Payne was one of four people hanged for the Linccoln assassination conspiracy. on the 7-Jul-1865. He struggled for more than 5 minutes his body swinging wildly twice he moved his legs up into the sitting position.

At the aged of 16 in 1861 he enlisted in the Confederate second Florida Infantry.
He was wounded at the Battle of Gettysbugy in Jul-1863 and taken prisoner,
After escaping from captivity at a hospital in Baltimore. He then Joined up with Mosby's Rangers.
